The legal "constraint" proposed by the affirmative constrains nothing. We know that policy remedies to war powers will inevitably fail – presidents have and will continue to exploit loopholes inherent in law to continue warmaking unabated – so why do we continue to place faith in the law? Because such faith justifies our political and ideological ambitions within the imperial imaginary, allowing us to say we’ve practiced self-restraint according to liberal ideals like democracy and justice, all while expanding global war.
