The legal "constraint" proposed by the affirmative does not actually prohibit or limit anything. We know that policy remedies to war powers will inevitably fail – the president will just exploit loopholes inherent in law as we’ve seen with the WPR – so why do we continue to place faith in law as a the enforcer of truth and justice? Because such a view justifies our political and ideological ambitions within the imperial imaginary, allowing us to say we’ve practiced self-restraint according to liberal ideals of the West like democracy and justice, all while fighting global wars of expansion
