The times they are a changin’.   The NDT/CEDA framework of debate has failed.  It is time for schools to break away. We believe that the ballot in this debate can serve as evidence of the potential of new, independent policy debate entity.

The Link
The AFF stands in support of the 2013-2014 CEDA resolution.  While the ADA has the power to formally reject the CEDA topic and adopt its own, this mechanism has never been used.  In fact the executive committee has never even considered the possibility of a distinct topic for the ADA.

The Impacts
Argument Proliferation – The lack of commitment to a set of rules regarding what constitutes both debate-at-large and arguments with the debate has fueled a drive by the negative to rely on kritiks and counterplans based on artificial competition and magnified by multiple levels of conditionality. The combination of these strategies, plus reliance on process/fiat-based DAs like politics, and a refusal by judges to hold the line on topicality has fueled a race to the margins regarding the topics which undermines topical education and the accessibility of the activity for new programs and debaters.
Structured Hierarchy – While it is inevitable that some programs will be better than others, the current framework has accepted a tiered system of tournaments that functionally devalues “regional” tournaments because of the impact on First Round Bids and the more recent manifestation of the post-national tournament polls.    The privileging of certain tournaments and programmatic voices means that voices of slew programs are lost because they just don’t matter.

3. The ordinary definition of the term "restrictions" also does not include the reporting and monitoring or supervising terms and conditions that are included in the 2001 Stipulation.
Black’s Law Dictionary, ’fifth edition,(1979) defines "restriction" as;
